MSTS HISTORY

Mission Support Technical Services (MSTS) LLC is a joint venture (JV) owned 50% by EG&G Technical Services Company (EG&G) and 50% by Raytheon Technical Services Company (RTSC). MSTS was formed to compete for the White Sands Missile Range (WSMR) Mission Support Services (MSS) contract. MSTS will not compete on any other contracts and will be solely dedicated to WSMR. MSTS is uniquely positioned to win this contract for many reasons.

MSTS is an emulation of the very successful JT3 LLC, an EG&G and RTSC Joint Venture. JT3 holds the Joint Technical Services Contract (J-Tech), which is a consolidation of the eight previous contracts providing engineering and technical services to the Air Force Flight Test Center (AFFTC), the Nevada Test and Training Range (NTTR), Utah Test and Training Range (UTTR) and the Navy's Electronic Combat Range (ECR) at China Lake. In addition to being the largest Department of Defense (DoD) range services contract, it is the first joint range services contract. JT3 won the J-Tech contract because they best understood a culture of partnering with the government and providing exceptional range capability to the Nation's Warfighters.

EG&G and Raytheon had worked side by side for 36 years as two of the incumbent contractors. The JT3 Joint Venture was a natural extension of those years of cooperation. During this time they jointly worked for the same government organization providing comparable services. MSTS has not only been formed from these years of working closely together, but the MSTS president and other senior management come from JT3 and from that heritage. MSTS is committed to continuing the legacy by providing the best possible engineering and technical services to WSMR and assisting the Leadership there in transforming White Sands to the 21st Century Range.

WSMR and the J-Tech ranges comprise a large part of the Nation's military range capability. It is very important that these ranges work closely together and become increasingly interoperable. MSTS and JT3 as sister companies, make this happen by having the same management structure using the same business rules and many of the same technical processes and procedures. Because they are owned by the same companies, resources may be shared with minimum coordination and with assurance that the proper costs are allocated to the government. The addition of this ability - to provide range inter-operability - will be increasingly important as new joint capabilities, e.g. F-35 Joint Strike Fighter and Future Combat System (FCS), are developed.
